中国国家主席胡锦涛在峰会上指出，世界经济正在缓慢复苏，但总需求依然不足，缺少新的经济增长点。各国经济政策目标有差异，宏观经济政策协调难度增大，世界经济复苏的脆弱性和不平衡性进一步显现。
“The global economy is gradually recovering, but aggregate demand is still insufficient and the economy lacks of new growth point. With different targets among nations, it is more difficult to coordinate macro-economic policies, which results in more salience of frailty and imbalance in world economic resurgence.” Chinese president Hu Jintao points out on the summit.
为此，中方提议要完善框架机制，推动合作发展。具体来说，一是应该继续坚持成员国主导原则，充分考虑各国不同国情和发展阶段，理解并尊重各国选择发展道路和发展政策的自主权；二是要完善框架，使框架从短期应急向长效治理转变，加强各国中长期政策协调，促进各国经济优势互补和互惠增长。
For this reason, China proposes to consummate the framework mechanism and promote cooperation & development. Specifically, on one hand, persist in the principles dominated by members, take into full account of the different national conditions and developmental stages, understand and respect the right of each country to choose its own development road and policies. On the other hand, facilitate the shift of the framework from meeting contingencies to long-term management, strengthen the coordination of member countries in medium-long-term policies, and promote to complement economic advantages and mutual beneficial growth.
根据这次会后的声明，各国一致认识到：不均衡的增长及日益扩大的失衡，正促使各国的行动偏离全球协议，各自为政，缺乏协调的全球政策行动，将只会令世界经济向坏的方向发展。
Grounded on this declaration after the meeting, participating countries reach the following consensus: (1) Because of the increasingly imbalanced growth, actions of different countries are diverging from the global protocol. (2) Without coordinated global policies, it is bound to orientate the world economy from bad to worse if each country does things in its own way.
根据声明，G20财长明年将着手制定一套所谓的“参考准则”，作为一项预警指标，用来辨识全球经济出现的重大失衡以及提示需要采取的应对措施。
According to the declaration, finance ministers of G20 will embark on drafting a set of so-called “Norms for Reference” as a warning indice to identify the major imbalance in global economy and recommend corresponding solutions.
摩根士丹利亚洲非执行主席罗奇指出，G20达成的上述协议，有助于将焦点从双边汇率问题上转移开来，他认为这是解决全球失衡问题更可行的一个架构，因为这将对所有 G20成员带来约束，要求各国采取措施限制其贸易及储蓄失衡。
Rodgers, executive president of Morgans Stanley, remarks that the above agreements reached on G20 summit will help shift the focus away from bilateral exchange rate. He reckons it is a more workable mechanism to address the global imbalance thanks to its binding force on all members in G20 which demands the measures of each country to restrict the imbalance in trade and reserve.
