　　"Clear sky and clean water" is the national target of the green development strategy. As per the Central Economic Work Conference, it is necessary to unswervingly carry forward the goals of energy conservation, emission reduction and ecological environment protection, and take measures that can work immediately and make sustainable institutional arrangements, adhere to the principle of strict control of source and process with severe punishment as consequences for malfeasance, and adopt multiple approaches from the roots.
