　　“大众创业、万众创新”是指通过解放思想、深化改革、打破体制机制障碍，让每个有创业愿望的人都拥有自主创业的空间，让创新创造的血液在全社会自由流动，让自主发展的精神在全体人民中蔚然成风。李克强最早是在2014年9月的夏季达沃斯论坛上提出这一口号。推动大众创业、万众创新，既可以扩大就业、增加居民收入，又有利于促进社会纵向流动和公平正义。
