　　临时救助制度

　　临时救助制度指国家对遭遇突发事件、意外伤害、重大疾病或其他特殊原因导致基本生活陷入困境，其他社会救助制度暂时无法覆盖或救助之后基本生活暂时仍有严重困难的家庭或个人给予的应急性、过渡性的救助。2007年，民政部开始部署各地探索建立临时生活救助制度。截至2013年，全国26个省份制定完善了临时救助政策。

　　The Temporary Relief System refers to the emergent and transitional aid provided by the government for the families or individuals who have encountered sudden difficulties in subsistence due toemergencies, accidental injuries, major diseases or other special reasons which cannot be covered by other social aid systems or which causes them to remain in serious trouble without available temporary aid. In 2007, the Ministry of Civil Affairs started to establish the temporary relief system. By 2013, the temporary relief policies had been developed and improved existing policy in 26 provinces in China.
