近日中共中央、国务院发布了《关于建立健全城乡融合发展体制机制和政策体系的意见》( the Decision on Establishing and Improving the Institution，System，Mechanism and Policy Frame Work for Integrated Urban-Rural Development)。
Recently, the Central Committee of the Communist Party of China and the State Council issued the Decision on Establishing and Improving the Institution, System, Mechanism and Policy Frame Work for Integrated Urban-Rural Development (the Decision).According to the Decision, by 2022,the system and mechanism for integrated urban-rural development should be initially established, the institutional barriers for the free flow of productive factors between urban and rural areas should be removed, a unified urban-rural construction land market should be created, and an institutional framework for the protection and trading of rural property rights should be developed. Ultimately，the urban-rural disparity in terms of economic development and living conditions should be narrowed.
First, a well-designed mechanism should be in place for granting permanent urban residency to people who move to cities from rural areas and implementing incentive policies to attract urban talents to work or start businesses in rural areas, so as to promote the free flow of people between urban and rural areas. With nearly one million migrant workers moving to cities every year, China needs to deepen household registration reforms, accelerate the full coverage of basic public services for the resident population in cities and towns, and make cities more inclusive. Measures should also be taken to develop more operable financial，,monetary，social security and other incentive policies to attract various talent to start businesses in rural areas and to retain them.
Second, the rural residential land should be reformed in a prudent fashion, and the system of marketing rural collective land for development purposes explored and established. Efforts should be made to maximize the productivity of rural land without changing land ownership, breaking the redline for the total area of China's farmland，and damaging the interests of farmers，while maintaining the redlines for ecological conservation and preventing various political, economic and social risks.
Third, the mechanism for protecting financial investment should be further improved to promote investment of more social funds in agriculture and rural areas. In the meantime, work should be done to improve the rural financial service system and establish a promotion mechanism for industrial and commercial capital to be invested in the rural areas, so as to provide a full support for the integrated urban-rural development with financial and fiscal policies.

Urban biodiversity refers to the abundance of biological species including plants, animals, and microorganisms in cities. It is the basis for ensuring the ecological balance of cities and also plays an important role in regulating urban climate, maintaining natural cycle of water and clean water source，keeping soil fertility，etc. A biologically diverse city is possible to be one with a well-functioning, balanced and stable ecosystem.
Urban biodiversity is also closely related to the lives and health of urban residents. Scientific researches indicate that people who spent their childhood in cities are more likely to develop some allergy symptoms in specific seasons than those who grew up in the countryside. The reason is that rural microorganisms are far more diverse and complex than those in cities, and rural children, exposed to more microorganisms, have their immune systems gone through fights against such microorganisms and their bodies adapted to them. Children who grew up in cities have no such experiences and are more vulnerable once they encounter certain microorganisms that their immune systems have never been exposed to or fail to recognize.
The premise of urban biodiversity is a complex and diverse ecological environment. Achieving biodiversity, to a certain extent，is not as difficult as we think, although expanding cities and shrunk and fragmented natural spaces have changed the original ecosystem，hydrological conditions and surface structure of earth, and also resulted in limited and broken natural spaces.ntemporary challenges, understanding each other, and working together to build lasting peace. UNESCO also helps to enable people to create and use knowledge for just, inclusive, resilient and democratic societies.
