讲 urban planning.
大致是说 1890 之前, 是不存在 urban planning 的 (考点 1), 只有在 1890 年后, XXX city 之后,我们才define了urban planning. (这里有一个句子rephrase的地方) 大致就是说urban planning这个词的定义是在 XXX city 之后我们有的( If I remember it right, it says " suggestion of the mordern urban planning is XXXX and XXX, after the first settleman of the BXXX CXXX city" some sort of things.)
但是这里有 exception, 记得是说 Washiton D.C 是特例, 因为他们出现了局部的 urban planning, 原因是因为 develpoer wants to make the market better.....
