　　三个平衡是指对外投资与吸收外资平衡，服务业与制造业发展平衡，对外投资与国内投资平衡。“三个平衡”重新定位了我国对外开放格局，通过市场、贸易和投资结构的平衡，更加注重经济转型升级，更加注重增长质量和效益。面对当前对外开放出现的新特点，必须更加积极地促进三个平衡，逐步实现国际收支基本平衡，构建开放型经济新体制。

　　Three Balances

　　The "three balances" refers to the balance between foreign investment and absorption of foreign capital, the balance between the service sector and the manufacturing sector and the balance between foreign investment and domestic investment. The “three balances” is a new approach to China’s opening-up, with more emphasis on economic restructuring and upgrading, quality and efficiency of growth and a proper balance among the market, trade and investment structure. In light of new conditions in the opening-up process, it is imperative to promote the three balances more actively, realize the general balance of payments, and build a new open economic system.
