　　The Chunhui Program, implemented in 1997, is funded by the Ministry of Education to set aside special funds to subsidize students studying abroad for short-term return to work. The program is mainly targeted at the top students studying abroad. With a focus on the major tasks in China's economic and social development, a series of effective activities have been carried out. The special funds in the "Chunhui Program" are accepted throughout the year as merit-based subsidies. Applicants can make applications to the Ministry of Education via the CSCSE first or directly through provincial (regional or municipal ) authorities.
