　　In 60 B.C., the Western Han Dynasty established the Commandery of Western Regions in Wulei (now Luntai county). Its purpose was to administrate the unified region, appoint officials, station troops, and enforce decrees. Emperor Xuan of the Han Dynasty appointed Zheng Ji as the first commanding officer. The establishment of the administrative division symbolized the formal incorporation of western regions into Han Dynasty territory, and the central government began exercising sovereignty there.
