　　优化资源配置就是为了让资源得到更好的利用，而做的一些合理配置。当一定时期资源配置出现问题，地区结构、产业结构、市场结构、企业结构存在失衡时，国家可通过财政政策，把掌握或控制的资源转移分配到急需发展的领域，使经济结构符合生产力发展的要求。从整个社会发展来看，其目的是为了保证社会生产的顺利进行，保证有限的资源得以最大限度地利用。

　　The optimization of resource allocation involves rational allocation design to make better use of resources. When something goes wrong with resources allocation and there is an imbalance in the regional structure, industrial structure, market structure and enterprise structure, the Central Government can transfer the resources under its control to the fields that are in urgent need of development via fiscal policies to ensure the economic structure meets the requirement of productivity development. From the perspective of social development as a whole, it is aimed at ensuring proper social production and optimal use of limited resources.
