　　The "Blue Fire Plan" is a series of actions involving the targeted organization of universities to carry out cooperation among enterprises, universities, and institutes via the combination of the features and demands of the regional economy and local industries. Specifically, it refers to the State Government support of the universities by means of resource and funds allocation for local governments and enterprises. Using this support, they look to enhance the research level of the universities and increase the capacity to serve the economy and society. The enterprises that cooperate with the governments aim to promote college students’ employment, collectively train the innovative and entrepreneurship-based talents, and create more jobs. This plan is aimed at accelerating the public implementation of the innovative technologies of the universities and the application in production of these technologies, strengthening the enterprises’ technology innovation capacity and promoting the core competitiveness of the regional economy.
