尽管几乎没人会捡起英国政党出版的选举宣言，更不用说一页一页地读，然而它们却是很重要。

2. to ensure significant improvements in health，to stimulate economic growth和to unlock the potential and innovation we need to build more resilient and sustainable societies并列做目的状语;
we need to build more resilient and sustainable societies是 potential and innovation的定语从句，省略了that。还原就是we need the potential and innovation to build more resilient and sustainable societies.
